Importing anabolic steroids into Canada without a Health Canada permit is an offence, so the Canada Border Services Agency (CBSA) can seize any parcel that contains them. Small personal parcels are usually seized with a notice rather than charged, but that is a common outcome, not a guarantee.
- International mail is screened at CBSA processing centres before Canada Post delivers it.
- A seizure notice explains what was taken and how to ask for a review.
- Orders that ship from inside Canada never go through customs.
If you have ever ordered something from overseas, you know the wait while a parcel “clears customs.” For most items that is a formality. For prescription drugs and controlled substances it is not. Here is what actually happens to a parcel of steroids at the Canadian border, what a seizure notice means, and what your options are.
Why steroids get stopped at the border
Anabolic steroids are listed in Schedule IV of the Controlled Drugs and Substances Act (CDSA). Owning them for personal use is not an offence in Canada, but section 6 of the CDSA makes it an offence to import or export a Schedule IV substance without authorization. The CBSA enforces that rule for Health Canada at every port of entry, including the international mail centres in Mississauga, Montreal and Richmond, BC, where most overseas parcels are processed.
Parcels are selected using a mix of risk scoring, X-ray imaging and physical inspection. Declarations that say “gift” or “supplement” do not stop an officer from opening a box. If an officer finds vials, tablets or powders that look like controlled or prescription drugs, the parcel is held.
What happens after a seizure
When CBSA seizes goods, the addressee usually receives a letter by mail. It lists the seized items, the reason, and the law that applies. For a small quantity clearly meant for one person, that letter is often the end of it: the products are destroyed and no charge is laid.
That is not guaranteed. A parcel with large quantities, many different products, or packaging that suggests resale can be referred to the RCMP or local police. Repeat seizures to the same address also draw attention. Treat any seizure letter seriously and keep it.
Can a seizure lead to criminal charges?
It can, but in practice the cases that reach court involve larger volumes or evidence of selling. Importing a Schedule IV drug is a hybrid offence with a maximum of three years in prison when prosecuted by indictment. If police contact you about a parcel, do not explain or guess on the spot. Ask to speak to a lawyer first, which is your right under the Canadian Charter of Rights and Freedoms. Legal Aid offices in every province can tell you where to start.
Prescriptions and travel
There is a narrow exception for travellers. If you are prescribed testosterone, you may carry a personal supply in the original pharmacy packaging when you return to Canada, generally up to a 90-day supply, and declare it. That exception does not cover mailing drugs to yourself from abroad, and it does not cover products you bought without a prescription.
SARMs, peptides and other products
SARMs, research peptides and clenbuterol are not listed in the CDSA, so importing them is not a CDSA offence. They are still unauthorized health products, though, and Health Canada lets CBSA refuse entry to them. A parcel of SARMs can be detained and destroyed in the same way. Prescription drugs like tamoxifen, clomiphene or anastrozole can also be refused at the border when they arrive by mail without a valid prescription.
Why buying inside Canada removes the problem
A parcel that ships from one Canadian address to another never crosses a border, so CBSA is not involved. That is the single biggest reason Canadian buyers prefer domestic suppliers. Every SteroidsCanada order ships from inside Canada by Canada Post Xpresspost or UPS/FedEx, with tracking. Our guide to buying steroids online in Canada covers how to tell a genuine domestic seller from one that simply forwards overseas stock.
A few warning signs that a “Canadian” site actually ships from overseas:
- Delivery estimates of two to four weeks, or tracking numbers that start in another country.
- “Customs guarantees” or “stealth reshipping” offers, which only make sense for international parcels.
- Payment by cryptocurrency only, with no Canadian payment method like Interac e-Transfer.
What to do if you receive a seizure letter
- Read it carefully and note the date and reference number.
- Do not order the same products from the same overseas seller again.
- If you are contacted by police, say you want to speak to a lawyer and say nothing else.
- Decide whether a review is worth it. For personal-use quantities, most people accept the seizure.

Frequently asked questions
Will I be charged if customs seizes my steroids?
For a small personal quantity, most buyers only receive a seizure letter. Charges are possible, especially with large amounts or signs of resale, so it is never guaranteed.
Does CBSA check domestic Canada Post parcels?
No. CBSA works at the border. A parcel sent from one Canadian address to another does not go through customs.
Can I get my seized products back?
You can ask for a review within the time limit on the notice, but unauthorized controlled substances are rarely returned.
